I currently have a 26 inch hannslounge tv (http://www.hannspree.com/EU/EN/product_detail.aspx?id=6776&key=hannslounge) as my monitor. Used it for about a year as a monitor and tv, got the 360 plugged into it too. And it perfect as a HDTV.

But i installed unreal tournament 3 last night and it didn't seem to run very smoothly at all. It was kind of jumpy, but only ever so slightly. So i downloaded fraps to check out the fps speed. i got a continous 60 fps at the full resolution of the tv.

Could it be that the response time of 8ms is causing it to be jumpy??

If so would this be any better at 3ms GTG (no idea what GTG stands for) http://www.hannspree.com/EU/EN/product_detail.aspx?id=24998&key=HT

8MS response time wouldnt affect anything you could notice

Well i don't know what else it could be. As the fps is registering 60 fps constantly.

Thinking about it i do remember reading on another web site when i first ordered the tv that the response time was 16ms, but on the hannspree website its listed as being 8ms (TYP)

nah the ms of the monitor wouldn't have any impact on how smooth the framerate of the game would be. There will be options within UT3 that you can enable or disable to try and fix it. There should be vsync, and some kind of framerate smoothing feature which you can disable. Play around with it
