Each CPU is unique. Some are very cool and require low voltages to clock, Others are the opposite. Most fall in between the two. The best thing to do is actually run a application that will stress your CPU while having a temperature monitor application open. See what your temps are at idle and at heavy load. Then simply increase your system core clock speed via the bios. Once you reach a point where the temp begins to worry you stop increasing your. 70'c under load would worry me for 24/7 use.
From those two coolers I would definitely choose the Coolermaster V8. The factory Intel cooler is sufficient for keeping the chip cool(ish) at stock frequency but as soon as you start overclocking you'll be happy with something more bullish in nature.
