2600k Default bios errors no booting?

when i put my bios settings on default , pc would not boot to windows and would go in to the loop, sometimes dropping 0x124 error , but when i am on default settings and raise cpu voltage to 1.3 it boots fine ?

am i right in saying mine 2600k can sustain default clocks on default voltage ?
