27.5" 650b winter tyre recommendation ?

Daughter came off her bike, she is ok but I suspect the tyres on her bike are not grippy enough for icy conditions. It's a basic halfords bike with Kenda tyres.

I'm looking at a set of replacement tyres, about £40 for both. Schwalbe Smart Sam's or Continental Race Kings, can't decide between the two. Looking on chainreactioncycles.com.

Anyone have any recommendations for winter/icy use on mainly tarmac?
 
There appears to be a 27.5"x2.0" variation of the Schwalbe Winter ice spiked tyre, but I doubt you will get a pair for anything like £40!

I bought a pair of 45Nrth Gravdal 700x38s ~4 years ago for ~£70 iirc from Charlie The Bike Monger, 240 spikes per tyre, absolutely brilliant in wintery conditions for commutes in terms of stability at the cost of being very draggy compared to the likes of Marathon Supremes.
