Yes. That's Speedstep slowing your processsor to use less power when it's idle.
If you don't want that to happen, you will need to enter your BIOS and find the setting to disable it (if you tell us what your motherboard is, someone may be able to give you more specific details on how to do that).

Erm, without owning that chip yes it seems normal. Not sure of the exact technical terminology but combination of power saving and turbo boost will cause it to clock down when not under load and overboost when under load. AMount of boost will depend on how many cores are used. So single core under high load will cause the biggest boost of that one core.

The i7 processors have a stock speed that is the same however many cores you are using. The 2700K has stock speed of 3.5 GHz and Turbo Boost speed of 3.9 GHz. The slower 1.6 GHz is part of the built-in power saving, which (as I mentioned above) can be disabled in the BIOS.
For that motherboard, you need to go into the BIOS Advanced menu, and select "CPU Configuration". To disable Speedstep, you will need to scroll down a bit until you see the line that says "Enhanced Intel Speedstep Technology". Click on "Enabled" to the right, and select "Disabled".
