2700X to 5950X?

You'll notice less of a difference at 4k than 1440 or 1080p, as the load shifts further to the GPU with increasing resolution.

But as games begin to take advantage of more cores, things will start to swing further towards the newer chips. The step-up in IPC has been very impressive this generation, and will offer significant future-proofing if nothing else.
If I had the money, I'd have done it already!

Depending on the game it'll make a big difference. I don't like looking at CPU benchmarks from big sites because they rarely test the CPU demanding parts of the games - usually the start of a game just walking around or the in game benchmark.

No way a 2700x is holding 60 minimums in cp2077 (more like 40s) while 5000 series can. I went from a 2600 to a 5800x and the gains were massive in most games - total war Warhammer/three kingdoms, cp2077, hell let loose, death stranding, battlefield 1/5 all got at least a 50fps bump. Zen+ caps out at 60-100 FPS on most games in my experience, while the newer 5000 series can push 150+
You also went from a 6 core to an 8 core and the games you mention can take advantage of the additional cores so I think you would have noted a big improvement even if you swapped to a 3700x.

I did go to a 3800x briefly but it still lacked in CPU demanding games for me paired with a 3080.

Think I might just go ahead and get a 5950X build done.

Won’t be able to justify it after this summer following a house move so now is probably the right time for me to do it TBH.

Will in all likelihood then keep it for 2-3 years and just upgrade GPU when needed.
