Yes it can fluctuate a little bit.

Have you got a link to an Asus bios that does not have that problem Gerard?

EDIT:Windows 8.1 is very good with gaming.I would not go back to windows 7 ever.

Well I no expert,but I can say from trial and error some Bios can have an effect on performance of course.With Nvidia and AMD cards.Just have to find the Bios that works for you lol sounds stupid.

For example. I had the same problem as Falconik with an XFX R9 290 reference card.So I ended up flashing Bios to that card until I found one that worked perfect for the XFX R9 290 card.That Bios was a Sapphire Tri-x R9 290 Bios and have not looked back,all is good.

As far as Asus bios LtMatt, I am sure you read this thread a bunch of times.
Asus Bios there PT1/PT3/PT1T can go up to 2.0mv.(Card Killers)

Those Bios can only go to 2.0v if your using GPU tweak that supports this.
