290X low fps again

Im having the same issue with my Sappire R9 280X toxic card.
Its only happened since ive upgraded my mobo and cpu.
Ill try the second bios on the card later to see if that helps. If it doesn't ill create a new thread and not hijack this one!!
 
hi i get this problem too for a gigabyte windforce r290 oc

i find that the vram gets stuck at 600mhz when changing from high usage to low usage.

this occurs when the card is adjusting from 3d to 2d clocking. i dont know if there is a fix but i hope this helps diagnose the problem. (i just restart my pc)
