2x 280x not changing voltages

I'm trying to overclock my two 280x's but am having issues with changing the voltage. I am using MSI Afterburner, when i change the voltage and apply i run unigine heaven the voltage doesn't change at all from what it used to run at. Verified in both Afterburner and GPU-Z.

Are they voltage locked or am i missing something?

GPU 1: VTX3D AMD Radeon R9 280x
GPU 2: XFX AMD Radeon R9 280x DD Black

Have you tried sapphire trixx? afterburner wouldn't change the voltage on my vtx3d 280x when I had it but trixx would.
