2x16GB turns out to be single rank

I bought 2x16GB Corsair Vengeance DDR4 CMK32GX4M2Z3600C18 from the jungle but it appears to be single rank according to CPU-Z. I thought all 16gb were dual rank.

Also the pc wouldn't even boot up if I set DOCP 3600MHz when the DIMMs were in slots A1&B1. It only worked properly when inserted into A2/B2. Is that normal? Should I return it?

Check your motherboard manual for which slots you should be putting the ram in

Micron B die is relatively new and is 2GB chips, meaning 16GB sticks can be single rank.

Previously 16GB was always dual rank but that changed this year.

I think my board also said use the “2” slots first. The rank thing is unfortunate because it’s relatively new, which was why I went with 4x8Gb sticks to be safe.
