3.3v voltage drops to 2.9v at load - Problem?

Been having issues with a certain game that crashes my PC.

No blue screen, just an instant black screen powerdown then restart.

Have tried ;

Game reinstall and repair
Different GFX card drivers
Freesync on and off
Disabling overlays from other programs
Undervolted the GPU

The game is not that demanding really, Elder Scrolls Online, its cpu heavy but with a 3900x it barely uses it.

I've tried to load the PC to try and recreate the crash, but nothing.

The only thing i have noticed is the power rails, the 3.3v seems very low - 2.9v at full load ;

New PSU time or is HWiNFO64 bad at reporting ?

Any pointers would be appreciated.
 
5.5V and 12V both look low too - 5.5V is out of spec and only the 12V is just in spec., I think.

Do they come up to spec with the system idle?

HWInfo could have the calculation wrong, do you have the Gigabyte SIV software installed (I can't remember if that shows voltages though).
