Specs as follows:

Windows 7 Ult 64-bit.
Kingston 4GB (2x2GB) DDR2 PC2-6400C6 800MHz RAM.
Samsung F3 1TB.
AMD 635 CPU.
Gigabyte MA-78LM-S2 Motherboard,
Corsair CX400W PSU.

Windows System says that 3.5gb is available, rather than 4gb.
Pretty much it lol. Not got time this second to take each stick
out to test if one of them is faulty. Shouldn't be the OS AFAIK
since it's 64-bit. Thinking maybe it's the Mobo/RAM if it is hard-
ware related. Maybe it's just software?

Food for thought is welcome, as I am meant to be selling this
rig at 3pm tomorrow (or today really, Saturaday.)!

Erm is the windows information screen showing as 64bit? (have you just reinstalled, as I almost installed windows 32bit the other day as the discs looked the same).

I doubt it's going to be hardware as such as that's a very odd number for it to recognise due to a faulty memory module.

You using onboard graphics ?

I know that 32bit won't show 4Gb.... but will the on board graphics via the northbridge not reserve some memory?

I'm pretty sure it's 64bit pal, it even has Programme Files and Programme Files (x86)
in WE.

*edit* Yes I am using onboard graphics, can that make a difference?

Does that mean all 4gb is usable and is just not showing as usable?

*edit* Just re-read what you said, do you mean that the onboard graphics
is making 0.5gb unusable?

I think it's a combination of a small reserved amount being used by the onboard graphics and damaged RAM

You could use the task manager to check RAM usage by each process :)

I doubt you have any fault with your RAM. Simply go the the graphics adapter properties and check the various figures for memory there, to find out how much has been reserved.
