Have you never heard of decoupling? Or even down-rating ram in the bios to facilitate a decent oc which brings it back up to spec?

Frankly the Athlon II x2 are good for 3.4Ghz at the very least on just about any mobo these days.

Having said this an Athlon II quad or even an x3 is probably the better buy. That too is multiplier locked but can be oc'd just like the dual. The x3 445 in particular often unlocks to a quad with 6mb cache as this model seems to be exclusively locked down Denebs many of which were not locked down due to flaws.

It won't handle CPU intensive games but it's the cheapest half decent gaming machine that I can come up with. I guess you could always upgrade the processor for him later on if he needed more power.
