3080 is really underperforming

I have an MSI Suprim X 3080 and it seems to be massively underperforming and I can't figure out what is causing the issue. I've tried all sorts and just don't seem to be making any progress and wanted to see if anyone here could help as I'm losing my mind.

My specs are as follows:

CPU - Ryzen 5800x
GPU - 3080 Surpim X 3080
Mobo - Asus B450
Ram - 32GB 3200mhz
Psu - 800W corsair gold rated

In most games like Minecraft, Valorant, and Resident Evil 8 I'm getting really bad results leading to most games being unplayable even on low-medium settings. I have my entire rig water-cooled and my GPU is never going about 65 under load.

Here are my most recent results of 3D Time Spy and Firestrike

As you can see compared to comparable builds is miles behind and looking at where it sits in the hierarchy its below basic level gaming laptops.

Here is what i've tried so far.

Checked my PSU and GPU cables to make sure they are all in the correct positions and in correctly.

Ran DDU in safe mode with no network and removed all traces of older drivers, then installed new drivers direct from Nvidia's site. this included two clean reboots as well just to be sure.

Went into my BIOS and reset to optimized defaults to make sure it wasn't any settings I had enabled.

It also looks like even on something like Valorant which was built to run on a toaster even at low settings I get anywhere from 40-60 fps with massive dips and my GPU is at 100% load the entire time.

Any ideas/suggestions would be massively apprecaited.
 
Sorry guys, was just sorting some stuff at work out I adjusted to PCI3.0 and PCIE4.0 and still get similar results:

I got this card brand new and for MSRP a few months back (I know I lucked out lol) so its never been used in any way minus my machine.

It looks like under load the most is pulled was 319.8 watts. Is that enough?
 
On your image you have 1 in power limit and temp limit, mine say 0 in both, just out of interest have you ran Userbenchmarks testing ! Your monitor not G-sync ? and v-sync on , silly questions just asking

Not sure why they flagged I do wonder if the temp one is because Im Watercooled so it picks up no fan RPM?

Monitor is freesync and I have vsync disabled in nvida 3d settings
