3080 issues or maybe my PC or settings - Gaming on a TV

So ive managed to bag a 3080 FE model but im getting Stutters and fps drops all the time.

Im running at 4k 60fps on a Sony OLED and getting constant drops dips and stutters in a lot of games.

Im currently playing Horizon zero dawn at 4k on ultra at 60 fps and im getting drops to 45fps and getting constant stutters to 59 fps even in cut scenes im currently standing on a bridge at 45fps but gpu % only at 81% shouldnt it be at like 99% ?? My gpu temp is 69 c

Spec are

3700x
3080 FE
16gb Corsair 3400 mhz with XMP enabled
Using a Sony AF8 OLED
850W corsair psu

Have you tried setting power management to max performance in the nvidia control panel?

Yes its on max and ive also changed it in windows to AMD performance mode

How about your CPU utilization?

Just checked my cpu utilization in game and that seems to hover around 25-35 % and my temps are around 50 on cpu.

Im wondering if its just the games. ive popped Res 3 on playing at 4k ultra 60fps and albeit ive only been on it 15 mins it hasnt stuttered or dropped below 60 yet

That's quite likely. Horizon Zero Dawn is a port from the consoles after all. Plus, when it was released, there were a few articles about people with very capable hardware having issues running it at reasonable fps.
 
Check your GPU is at x16 PCI-e 4.0 with GPU-Z
Run with no vsync or frame limiter
Max your power limit
Install on the SSD
Disable full-screen optimisations for the game (right click exe -> properties -> compatibility)

Well batch 1.7 has come out so hopefully that may help towards performance, ive watched some benchmark vids on youtube and they look like there performing better than me with less dips

IIRC there are known issues with HZD when using a CPU with 16 or more threads

Never heard about that

I wouldn't judge a gpu based on one title alone.

Well all other games i have are old which the 3080 will be able to handle with ease, Horizon and control are probably the most demanding games i currently have until Cyberpunk comes out in 2077

So ive tried a few things and im still not happy.

If i turn vsync off my fps shoots up and never drops below 60fps but i have terrible screen tearing
As soon as i put vsync on it obviously stop the tearing and its nice a smooth but it keeps dropping and giving me litter stutters to 59fps, why does it drop to 59 fps when it doesnt even hit that with vsync off ? its annoying me and making me want to sell my PC and just get a PS5 as i never have these stutters on my PS4 even tho i assume the fps are dropping on that too

All the cards I've ever owned have shown 59-61fps when using v-sync

GPU usage rarely hits 100% and the boost clock doesn't even boost up to 1980 I see in more demanding titles so you definitely should not be dropping to 45fps or getting stuttering.

Drivers up to date?
Motherboard bios up to date?

Tried other games? Latest HZD patch does say:
CPUs that have more than 16 threads might experience a higher amount of instability
Some players are experiencing performance issues on specific GPUs or hardware combinations
So could be just a bug in the game with your specific hardware combination...

Yes everything is up to date all drivers etc.
Its not just happening in this game its also doing it on resident evil 3. With vsync off im hitting over 100 fps putting vsync on im still getting drops and stutters as it goes below 60 fps, yet when vsync is off i dont se it ever going below 70fps. Its annoying me to behonest im busy trying the frame limiter option but capping that at 60 fps i get screen tearing also.

I think that may have worked, no stutter or drop below 60 fps on horizon now, as soon as i put vsync back on it stutters when it hits 59fps but it seems to constantly drop to 59fps where with adaptive it only drops.

However it doesnt work on metro exodus i now get tearing below 60 fps hahaa im gonna have to try a work around, vsync used to work fine on my 1070 with no stutter but seems to stutter with the 3080

Try separate profiles for each game. I'm not spotting any similar issues with mine, but I'm capping frames below my frame rate and using g-sync.

I think its something running in the background but struggling to find out what it is even after looking at start up and apps running in task manager

I just played an hour of HZD while ffmpeg is encoding a 4k x265 movie pretty much maxing all my CPU cores and taking up 13GB ram

Only had the odd stutter otherwise wouldn't have noticed
