I currently have a seasonic prime 1000w platinum psu, I currently use one of the psu’s pci-e power leads for my 1080ti as it breaks off into 2 8 pin connectors will I be able to do this for my 3080? Or will I need 2 pci-e cables?

You can but ideally you would use 2 seperate cables coming from the psu.
You shouldn't be using split from end cable with two connector daisy chained on it for high power draw cards.
Stability of privided voltage is compromised with doubled voltage losses and there has been cases of problems because of that.
