Maxed out at 1440p in Cyberpunk 2077 my system gets a bit slow <30FPS, would a 4070 Super be a good upgrade or should I consider something else?

Ryzen 5 7600
3080 FE
Corsair Vengeance Black 32gb DDR5 5600MHz
Asus Tuf Gaming B650 Plus

Not overclocked, I guess that should be my first port of call.

What would be a good CPU match for the 3080 with my current hardware?

Been noticing drops in framerate on other games, specifically Robocop Rogue City. Playing in the settings maxed out and the GPU is not at full load but the CPU is and the framerate drops below 24fps. Starting to think my R5 7600 isn't up to the task. Any advice on a better AM5 CPU?
