3090FE low GPU usage?

Please run HWinfo64 (very latest version) and run it in extended information mode, go to the "CPU" tab and find the microcode revision and post it. Curious what it is.
I'll check Battlefield 5 later to see what the GPU usage is at 1080p.
Will do, I won't be near the PC until the morning so I'll do it then.

Could also Memtest the RAM when you have a bit of time, or overnight. Test it on default board speed (set BIOS to default and no XMP) and then later (if you figure out the voltages issue) with XMP enabled and 1.3v for VCCIO Mem Oc and System Agent.
Memtest through the BIOS you mean? I saw a Memtest button in there earlier but I've never used it.

Then you have to bump up the SA and IO as @Danny75 suggests. If it is not playing smoothly at 3066Mhz then I would definitely give that a try but for the amount you've spent on the CPU/motherboard & GPU then skimping on the RAM is not the best idea. ;)
Haha I will bump those up t a bit too, the RAM was left over from my last build, I just assumed it would be ok.

That too if it's there but also HCI Memtest is good (read up on how to use it) and Memtest86 (flash it onto a USB stick to run outside of Windows). Windows also has a Memory Diagnostic tool if you click START and type that name. The results appear later in Event Viewer.
I've not forgotten about this btw, just not had time recently.

@Danny75 Well, bought some different RAM (Spec below) and my system loves it so far, no tweaks other than enableing XMP2 and it booted right up at 4000MHz and hasn't crashed in 2hrs of gaming. Weird.

Old RAM - 32GB (2x16GB) Corsair Dominator Platinum 3200Mhz 16-18-18-36 C16 - Ran fine at 3600MHz XMP with z270 board & 7700k for 3 years but would crash while gaming with XMP at 3600MHz on z590 board & 11900k

New RAM - 32GB (4x8GB) Corsair Vengeance LPX 4000MHz 16-16-16-32 C16 - Runs fine with XMP2 enabled (no manual tweaks), no issues so far.

Same motherboard, same BIOS version.

I actually went for LPX because it's lower profile than the Dominator so I'm hoping now that I know the RAM works that I can squeeze my CPU AIO up into the top of my case now to help get these 3090 memory temps down a bit. Not sure it'll make much difference but work a go before the old thermal pad mod needs to be done.
