I have the retail version of windows 7 home premium and have the 64bit disc installed on my PC. As it also came with the 32bit disc can I install that on my laptop?

If you uninstall it on your desktop first you can.
You have both versions, but only one valid key.
You can use this key on either version, on as many computers as you like, as long as it is only on one computer at any given time.
