32GB CL 30 EXPO versus 48GB CL36 XMP

Depends what you are doing with the PC surely? If you are using memory intensive applications then the slightly slower memory isn’t a problem. To be fair even for gaming the difference between CL30 and CL36 isn’t massive, but what’s the rest of the system specs?
 
My general rule of thumb when I do specs, is that if I'm buying an XMP kit for AMD I want it on the QVL.

For 48GB kits I also check that the BIOS says it has support for 24/48GB modules, but I think you're good with that board because it has 24 & 48GB sticks on the QVL.

For your usage, more than 32GB should not be necessary, but realistically you won't notice the difference in speed either way (assuming they're both 6000).

If it was me, I'd stick with 32GB for the first board and the 48GB kit for the ASRock board. The ASRock board also specifically mentions this in a BIOS update, which I like to see if going that route:
2. Support 48/24GB high density DDR5 memory module.
 
Not much between these two, about £40

Less memory, lower latency, native expo
more memory, high latency, XMP
Id probably get the 48gig kit at that price difference but only because the increased memory bandwidth of the kit over the 32gig kit would be nice to have on top of the increased capacity.

Overkill? Yes. Do I still like having a ton of memory? Also yes.

Your use case wouldn’t need more than 32gigs and if you’re on a tightish budget, stick to the cheaper kit.
