I've just asked a similar question and i'll be ordering tomorrow. This is what I am plumping for:
CPU: e4300 £78
Motherboard: Gigabyte S3 £71
Memory: 2x1 gig Geil Value PC5300 £55
GPU: OcUk 8600gt £79
HD: 80 gig Hitachi £28
Case/PSU: Antec NSK6500 £69
DVD-RW: Generic £20
Total about £400
Should play most things on reasonably highish settings at 1280x1024
If you can go up a bit you could get a slightly better graphics card and/or a heatsink for decent overclocking.

To get a gaming PC, even a basic one you will need to be near the top end of your budget. The below specification ought to be just about stuiable though and does offer potential for overclocking to make up for not being able to buy faster components to start with.
