3570k graphics??

The performance on the 4000 is comparable to low mid discrete cards but thats not the while story. The biggest issue with Intel graphics isn't performance (well it maybe) but the state of the drivers from Intel are poor and their hardly ever updated.
 
Here is a review which shows the performance of the HD 4000 graphics in the i7 3770K Ivy Bridge Quad core CPU in a range of games (use the pull-down menu at the bottom to change games).

The i7 3770K is more expensive than the i5 3570K, but apart from hyperthreading (which doesn't affect gaming performance) and a 100MHz clockspeed difference this is the same CPU as the i5 3570K, so these results (which are heavily graphics bottlenecked) will be accurate for the 3570K too.

So why bring out a CPU with intergrated graphics?

so people don't need to buy a graphics card?

I think the target market is for the average consumer. Also for the likes of Dell, lenovo, Asus etc to put into their low end models and their laptops

Because it means that for the majority of PC users - (ie. people who use a computer for work, internet browsing, watching videos, using basic applications - not really any gaming) they won't need to buy a graphics card. This reduces the total cost of the PC, helps to increase sales and intel end up making more money (since they don't sell discrete graphics cards).
