That's a dock, so I'd imagine when you dock it to charge, the charging takes priority over the wireless receiver functions, which isn't in the spirit of a "play and charge" cable, as in, play a game while still charging (which is what requires 2 USB ports).

But I dont want to play and charge.
I want my controller to sit and charge so I can pick it up and play straight away. No putting batteries in or having them run out, no reaching behind my monitor to grab the cable that has fallen down behind my desk to plug my controller in to charge. Nice and simple. Is it too much to ask? Evidently it is.

Because it's the way you're going about it. The Xbox pad for the PC comes with a battery pack that takes AA batteries, you bought a play and charge kit and you're complaining the play and charge kit needs a second USB port, but it's a play and charge kit. The idea being that you can still use the controller while you play, meaning it's not the right thing for what you wanted anyway.

You've found a device that's a receiver, and can be used as a dock too when you're not using the controller, which uses 1 port, which is what you want. So why not get that?

People have just been telling you why a receiver and play and charge in one wouldn't work, but if you don't want to play while it charges, there's no issue.
 
What about a quick charge kit? You plug it into the mains and it charges your battery packs for you. Takes 2 secs to swap packs, assuming you have a spare. Saves you having to mess with wires totally and you never have to worry about your controller dying, just swap battery every time you sit down for a sesh.
