Help please... I have two 360 controllers that I use on Windows. One's a fight stick and one's a regular gamepad. Thing is, on every boot it's a toss up as to which controller gets assigned player 1 and which gets assigned player 2. I can't disable and reenable devices and swap them around. Even if I physically remove them and put them back in, they just get reassigned as players 3 and 4.
Problem: certain games throw hissy fits about which controller is on which position, and all GFWL games only allow guide button usage on player 1. Games like Tomb Raider and Batman AC don't even allow gameplay with the p2 controller (and obviously on occasions when my fightstick is p1, it's impossible to play).
At the moment I have to take both controllers out every reboot, plug my desired p1 in, wait for the OS to load, and plug p2 in. Sounds trivial but actually it's a pain in the arse. I'd rather leave them in all the time. Is there any known way to switch the order around once Windows has booted?

Edit: The controllers changing to p3 and p4 was a one-time thing, apparently because I tried disabling and enabling the controllers from within Windows. Initial problem still persists.
