3700+ at 3.0ghz?

Hi, i am currently running stock cooling, and i am running at 2.8ghz, 1.47v, 3x htt and 420mhz on the ram. My cpu is running 100% stable with stock cooler, and usually idle temp is about 29 degrees, if i got a decent cooler, maybe arctic freezer 64, would i possibly be able to run this cpu stable at about 3-3.2ghz?, with the stock cooler i tried to get 3.0ghz, but i ended up going all way up to 1.6v and still was only about 10% stable.

2.9ghz is about the max i can get with the stock cooler.
 
i dont think ram is at the limit, i used i think cpu/ram ratio thing and got ram down to about 390 when at 3ghz, how can the actualy motherboard be holding it back?


also my load temps are about 39, but i do need better cooling as other day it was about 34 degrees outside, and the cpu got to 50degrees in a game and computer reset untill i bumpred the voltage up to 1.47 from1.45.
 
meh 2.8 is good, but i would have liked it to be 3ghz, then it would be same as my pentium 4, exept like twice as powerfull.

i wonder if i should spend like £140 on an opty?
