Seems that my NH-U14S cannot keep my 3700X under 70oc with the acoustics level I desire so I figure I will have to switch to a dual fan cooler setup. Any suggestions for a dual tower quiet cooler that's going to be able the 3700X's toasty running?

What case and what case fans are you using? Many cases come without enough fans and often the included fans are not much (if any) good. I've also found removing all PCIe slot covers from back of case almost doubles rear vent area and greatly increases front to back airflow around GPU when case fans are moving needed air though case. Also, what motherboard do you have? Helps determine what coolers will clear GPUs. ;)

OK so maybe about right. https://www.techpowerup.com/review/amd-ryzen-7-3700x/19.html
Noctua NH-U12
i9-9900K 57C
3700X 66C
err
:)

240mm Corsair H100X all-in-one liquid cooler with its two fans running at their 1700 RPM maximum
i9-9900K 88C AIDA64 / 82C Cinebench
3700X 72C AIDA64 / 63C Cinebench
Those results sound more believable.

So on low RPM the NH-U14S could get to 70C - which is fine btw.
