3770k low 3dmark physics score.

Make sure you have hyperthreading turned on.

What is your memory clocked at 3dmark11 likes high memory clocks. Tight timmings are less important but still help.
 
Tried taking off turbo boost, gave it some nice high voltage, still only 27fps
hyperthreading is on.
my memory is clocked at 1600mhz xmp profile extreme. corsair vengence low profile
 
Have you tried any other cpu/memory benchmarks? Maybe there is a problem with 3dmark specifically on your machine. Cinebench 11.5 and SuperPi are a good place to start.
 
Try disabling speedstep? Something's wrong it's picking your cpu up as 0mhz , try update sysinfo as well.

If not i suggest you do to ascertain if you are throttling.

No need for long runs, a few minutes with P95 small fft's should be sufficient,
Have CPUz open and look at the clockspeed when under load.

What MB do you have ?
Does it have good bios support for IVY ?

Edit: looked again at your 3dmark score and you have a GB Z77 UD3H

mobo is GA-Z77X UD3H

its prime stable at 4.6ghz

iwthout load its 1600mhz at x16 with load 4600mhz at x46
