3770K on H100i, running 45 Degrees Idle...

The backplate being on the right way is something to check and yes you'll need washers on some motherboards. mine is sitting at idle about 33 degrees @ 4.5GHz in prime95 it barely hits 55 degrees.

As the guy above says. My 4790k runs around 27c-34c depending on ambient at complete idle.

A few things to check:

Is you CPU down clocking properly? Monitor your clock frequencies and volts for a few mins to see if its actually down clocking at all.

Check its properly seated (again as others have said check the back plate is not loose @ all).

From a cold boot (as in been turned off for a while) check what temperatures your CPU is at. If it's 40+ when the liquid hasnt had a chance to warm up then yer it must be either a voltage issue (as in not down clocking), a seating issue or broken!
 
So I guess the process of "De-Liding" mean doing something in the actual CPU right?

If so then Im not sure if I can attempt something like that on my own haha...

It means removing the metal cap on the CPU to reveil the cpu die underneath, its not without some risk.

Method 1 is getting an ultra sharp blade and cutting around the edge of the metal cap (between it and the green silcon)

Method 2 (what i did), is put the cpu in a vice/clamp (make sure its the 'long edge of cpu' where u hit it), then get a bit of wood and brace against the green silicon and hit it with a hammer until it pops off.

This will only make sense if you google how to delid an ivy bridge CPU :) Good luck!
