3820 overclocked to 4.825 doesnt really downclock when idle

I cant seem to get my 3820 to downclock significantly when idle. In the attached screenshot, it goes down to 3800 for a split second but most of the time its around 4.6/4.7 even at 1-2% load.

Any ideas how I can get it lower? I'm sure my old 3770k @ 4.5@ downlocked to lower than 2GHz at idle?

Ah, good point. I can't figure out how to do the offset voltage on this board. It's a bit of a weird bios to setup compared to other boards. Anything stick out in the screen shots?
 
Well after days of having a good fiddle with it, youre absolutely right that normal power saving doesnt occur when using a strap. It is downclocking but nowhere near where it would be if it was just a straight multiplier clock.

Also, this MSI board doesnt have a CPU voltage offset! Its an X79A-GD45 (8D). Kinda odd but its mentioned on their forums.

Settled with a clock of 37x127=4.7GHz. Going to leave it at that and start playing some games now.
 
Yes, its definately downclocking. Its under water so its not throttling. Would have liked to be able to automatically reduce the volts to save some watts but doesnt look like its possible with this board.

Its not throttling. If I run Prime then it stays at 4699 MHz all the time. I'm pretty sure the not downclocking all the way is down to this MSI motherboard. As soon as you set a manual voltage, it affects the power saving settings. Weird but its mentioned on the MSI forums.

Anywho, its doing what I want (to a degree) so I'm happish with it downclocking a little although if anyone knows how to get some power savings with a MSI X79A GD45 (8D) when idle, please let me know.
