3850 comes underclocked?

just received my 3850 today, installed it and went into the catalyst control panel and saw this:

so does that mean that these cards come underclocked? or is there something wrong?

the gpu and memory clock speeds seem awfully low, and the blurb on the site i bought it from says:
- ATI Radeon HD 3850 GPU @ 735MHz
- 512MB GDDR3 Memory @ 1960MHz

so could i safely use the overdrive feature in catalyst to up the speeds to the ones stated in the blurb? the only reason im hesitant about doing any sort of overclocking is because my last 1950xt gave up on me as a result of too much OC
 
Those are simply 2D clock speeds. Keeps your card nice and cool (and consume a lot less power) when you're not doing anything 3D intensive
 
wait until someone who knows what they are talking about arrives. There could be a multiplier thingy

I think it's just running at 2D speeds in Windows to lower power consumption. When you start playing a game it'll go back to 3D speeds (i.e. advertised stock speed).

and also, when i play a game for a bit, i assume the graphics card will get hotter, but i dont hear the fan speed ramping up? is that normal?

alt-tab while you are gaming and check the temps in the CCC
 
Well the fanspeed should change based on temperature....70c isn't too hot for a GPU...if it climbs to high 80s-90s without changing speed then you should start asking questions.
