no it wouldn't I had already tried that see post 4, the pci-e bus on the mobo just couldn't handle it
I am right in thinking the motherboard listed in post 1 was the one with the problem ? because it does read that way to me . If i read it wrong I apollagise, but i am running that same board with a 3870 - see sig. peg link is probably only setting I can think of that would upset the card since its too new for the board to know how to oc.
I realise any solution now is irrelivent as you have new build, but I still dont think it should be board issue .. unless it was broken.

hi yes it was that board, mine was socket 939 is yours?
also reading posts on my 3dmarks on the x1900xt on this board were lower than expected so your comment about it being broken or at least not running correctly are most likely spot on
