Anyone have this problem - constant whining even at idle in 2d clocks, louder than anything else in system - ati tray tools does not seem to control the fan speed - and Riva tuner is just too complicated for me.

I'm thinking of swapping the ****** vapour chamber cooler for my old X1950 zalman-style cooler - dunno if it will fit...any ideas?
 
ati tray tools shows that the fan is cycling every 2 mins or so between 40% (very loud) and 0% during idle - on load fan goes up to 100%
Could this really be what ati intended?
If I swap with another cooler will the fan control still be dodgy?
any help for a noobie appreciated!
