390 Idling/Fan Issue

Got a Powercolor 390 in my sons rig and idling on the desktop its hitting 60-70 degrees, high usage though nothing is running. I tried changing the fan but every time I change it it spins up for a second or two then returns to 55%. Seems to be stuck on 55%.

Anyone had this issue?
What temps do yours idle at?

Tried driver cleaner and a reinstall, no change.

Ah, solved.

Had some kind of malware. Panda Cloud Cleaner sorted it. (Spyware terminator failed to find anything wrong).

Now idling at 38 degrees and can alter fan profiles.
