I have the titled cpu which I have owned since new (approx Feb 2020).

Am running on an Asus X570 -E motherboard with 2 x 8gb 3600 ram.

I do not overclock and the computer runs smooth and well BUT the base clock is not 38.00 but instead is 37.25 which also results in the fastest single core being limited to just over 4.5.

I am not able to change the multiplier to 38 and am at a bit of a loss as tow to go about recovering the missing speed.

Any one had a similar problem and found a solution?

To add that I run a custom loop. (Max temp has been 67c - usual temps are between late 30's and early 60's )

I have no wish to overclock or run Pbo etc.

Did read that the problem might arise from the board bios and that in time Asus would sort the problem but despite running the latest bios and having updated at least 4 times since purchase the problem remains.

Should I rma the cpu/ the board or both?

Thoughts appreciated :)

Have tried re-setting bios and all 4 I have tried have been stable.

Have tried different monitoring software - all give same result. Am happy to try a different one! ( basically rely on cpu-z and hwinfo)

Did try manual settings - no difference and have disabled spread spectrum.

Disabling spread spectrum did up the speed slightly ( now between 99.5 and 99.7 whereas before it was about 99.3 /5)

As it is all stable & any performance loss is , I read, very small am not overly worried BUT I find it very irritating that the cpu will not run at the quoted speeds!!

BCLK was already set at 100 - re-set to 100 but still minimum multi is 37.25 and NOT 38.00.:(

I cannot find any setting which i can adjust to get to the , alleged, lowest speed of 38 x 100 which is what it is supposed to be - anyone got any further ideas or suffering the same problem?

The chip is not functioning in the way it is supposed to - most frustrating!!

Picture might prove a little difficult but I will see what I can do.

Have decided that tomorrow I will set Bios to default , re-boot and then install the new Bios from the Asus website. Will see how that runs before I re-set Docp, make sure that the ram speed is 3600 and turn off spread spectrum. (these three items are the only Bios entries I have ever changed)

So far as BCLK is concerned their is no 'Auto' mode option. You enter the number you wish and it runs it (if it can - as an experiment I tried 101 some time ago to find it would not boot).

Am also considering e-mailing both AMD and Asus support to see if they can help. Probably get nowhere but if you do not try....

Decided to watch a Youtube video by Hardware Canucks - "How To Find & FIX Ryzen 3000 Boost Problems" where they set out the problem that I and others have.

First recomendation was to run the AMD Ryzen High Performance power plan rather than the Ryzen balanced plan (which I was running).

Did the change and it improved from 37.25 to 37.75 - I grant you with a small temp increase.

Which power plan is recommended bu users?

I keep it in Ryzen balanced. I have an Asus mb as well so I can check once my water cooling loop is complete.
Would be interested to know :)
1usmus Universal
Ta - will give it a go:)
In the BIOS set performance enhancer to option 3. This should improve boost speeds.
Ta -will give it a go:)

Decided that it is too hot at the moment to give it a 'proper' go so will defer until it is a little cooler. BUT my thanks to all who have posted. I will report back once all complete.

Tried option 3 in performance enhancer - did not do anything to the base speed. So have turned it off

As mentioned took of DOCP+3600+turned on spread spectrum.

Installed new BIOS - ran again and the re-engaged DOCP etc.

No real change except it does now run 37.75 most of the time when ticking over and having turned off Spread again I now appear to be running at 99.96 (BCLK ?) SO very nearly running as it should :D

Will give 1usmus a go in the near future to try to get that last little bit BUT everything seems smooth and it performs well (I did hear in the Hardware cannucks article mentioned that the performance loss when running as mine does was minimal anyway:) ) so have no wish to upset the apple cart at the moment.

Am currently running 1 x 280 + 1x 120 rad's cooling but have bought a new 240 rad as an additional rad (or maybe as a replacement for the 120) so will defer any further possible performance enhancement moves until I have updated the system.

(BTW the Fractal design R6 manual says that it will fit 280's at both top and front - the front is good but not so easy at the top; infact I was not happy trying to fit the 280 with the X570-E (very little if any clearence etc) and sold the second one I had bought. (LOVELY case otherwise!))

My thanks to all who provided advise/instruction. :)

Performance enhancer boost my clock speeds significantly and has down on ever Asus board I’ve owned. I’m surprised you turned it back off if you are looking to improve click speeds. Shrug.

I did/do appreciate the advice but I decided after some thought that it would be best if I left any , serious, overclocking etc until after I had sorted the cooling.

I was looking in the first instance to simply try to get it to run at 3.8 when idling (rather than 3.725 )and was not looking at the best boost - I tried Performance enhancer simply therefore to see if it changed the multiplier from 37.25 to 38.00 and is it did not decided that for now I would disable it.

I do now , thanks to you and other posters, have a much better understanding that playing with clock speeds etc is a much more complicated and time consuming process than it was with my , old, 5820K system. I also realise that to do it justice I need to read up a LOT more, which I intend to do . (overall I decided that it would be best to upgrade my cooling , read up and THEN venture into adjusting , manually, settings/overclocking)

Please accept my apologies if I came over as not being appreciative of your and others input - I am very appreciative!!
