3900x voltage/ temperature issues still?

What is going on with AMD and this processor?
Bought it yesterday and I haven't seen temps dip below 52c (avg) and voltages below 1.37v with stock settings (everything updated).

I locked the voltage to 1v and saw a massive improvement in temps (around 32c), but an ~15% drop in performance.

Seems to be a widespread problem, but there doesn't appear to be any official update after July last year.

Aside from the workarounds (Windows Balanced PP which doesn't appear to work consistently), what are people doing to manage this?

Temps Im using either HWMonitor, HWInfo or Ryzen Master (not at the same time). I know the official response from AMD is that some monitoring tools cause the processor wake and boost every so often.
For Voltage, CPU-z.

Temperatures aren't strictly a problem, it's the voltage. Once that falls into line, temperatures will follow.
 
If I put the fans to 100%, it will drop to the low 40s, but under normal fans (40-50% for me), easily 47/48c on first boot with constant jumps to 57/58c.

I know the cooler can handle this processor as observed with the manual voltage lock, it just seems that the AMD downclock feature (Intel speedshift alternative) isn't working.

My fans are only at 900~1000rpm

Have you download and installed the AMD chipset drivers? This should give you an option for ryzen balanced in the power plans.
Also in the bios enable if you have it AMD cool n quiet and global p state.

Also corsair icue software can cause high temps. Try disabling icue and observing temps and CPU behaviour.
 
I've read about non Ryzen Master software requiring a -20c offset, Ryzen Master should report the most accurate figures?

I've just re-installed RM and aside from the occasional jump in temps, I'm seeing what I would expect (36-39c), although I can't find a current voltage reading (only peak and average), but both of those are now well below what CPU-z is reading.

Latest drivers throughout, I've tried the Ryzen High and Balanced PP, but ended up on the recommended Windows Balanced with utilisation tweaks. I couldn't remember AMD CQ name, so I'll go peek into that now.
I don't have icue installed yet and any other HW monitoring tools have been uninstalled to prevent background processes.
 
sitting at 1.08v here on ultimate performance power plan
44c with quite a bit of stuff running
fans at 750rpm to 800rpm
cpu cores jumping around but highest ones hitting 80%
though not constantly stuck there

edit sorry was getting wrong voltage reported
hwinfo says 1.39v

That sounds very much like what I'm experiencing now. Does your voltage drop below 1.2v?

no because i am on ultimate performance power plan
and cool and quiet disabled
will switch power plan and check
ok if pick lowest power plan
all cores drop to 0.969v
but everything stutters as got 5 web browsers open
with 10+ tabs in each
