3970x High vid (1.4v)

I bought a system with a 3970x just before xmas. Today I decided to do an health check on the ssd to find its racked up a lot of hours so I then installed cpuz and realtemp ... to my horror the VID is 1.408V at stock on auto.
If I set the voltage to manual and put in 1.35V I'm getting BSOD.

Is this a sign of the cpu failing? I'm guessing the system was used for folding going by the ssd report.
 
First board was a UD3, second was a x79 sabretooth and this one is a x79 iv extreme. all on the latest bios.
It's been giving random bsod too which when I switch to a 3820 go away. An health check on the ssd shows over 3 years worth of use so I guess its been on 24/7 for quite a while.
I'm guessing not a lot can be done to dead or dying chips so I'll still keep looking for another hex replacement.

cant remember sorry. It's not done it since swapping out the cpu so I suspected degrading as I think it came out of a folding rig with the use its had.
 
If it works fine and passes memtest tests nothing to worry about if its fairly cool, why buy a new one if it runs fine stable at 1.4v, thats not terrible if the temps are low enough

My concern is why is it doing this and how long will it last. Getting a BSOD while just browsing can get quite frustrating. I haven't tested for stability as I know it has issues but I cant see it passing.
