3D Application scanner?

Does anything (software wise) exist to detect what is forcing my GPU to stay in 3d mode? Because I can restart and load up windows with it downclocked then something loads thats not being listed forcing it to idle at such a high core clock. it's rather annoying.
 
With Windows 10 (if you are using it) in task manager you can now enable various per-application GPU monitoring options under the performance section which might show something.

Typically the reason for GPU clocks staying high are having multiple monitors or some high bandwidth requiring resolution/refresh combinations, an application or widget that is using hardware D3D on the desktop or malware containing mining stuff.
