3D mark 05 and internal CPU speed

Ive just been running 3D mark 05 and looked up my system specs.
It shows the internal clock speed as set but also shows a max internal clock speed (Opty 144, 3ghz). Does anyone know if this is standard or is it an indication of max the chip will do.
