3g data sim only? Can I make calls texts?

I have an o2 dongle from work.

If I bought a cheap smart phone I guess I could use the sim in there and thether or just use the phone to check emails etc without booting the laptop on.

If I am in an area with 3g could I also use it to make phone calls to normal phones via something like skype?

Is there any messaging services I could use to use the data to send text messages to people?

It'll work like a normal sim card.
"Maybe". Some SIMs supplied as dongle SIMs have restrictions in place to not allow calls/texts. While it will work in the sense that all a SIM does it authenticate a device on a mobile network, the network may have cut the account's wings a bit.

Yes to both, you can even get dedicated handsets designed to do the first (well, email only - not the tether). The latter would require SkypeOut.
 
I bought my x10 for £200 quid when they first came out (bought it from a mate who decided he wanted an iphone about 2 days after getting the x10), I got a good deal considering they were £700+ sim free brand new.

I got a T-Mobile PAYG sim card and added 6 month free internet for 20 quid.

40 quid for a year of free internet is pretty good in my opinion and I don't have to worry about monthly bills.
