I would have loved to see the meeting where this was designed 
"Okay guys, here's the plan, were going to replace the AIO cooler with an air cooler, and increase the power and heat going through the card, sound good?"
On a serious note though I'm pretty sure Powercolor will know what the're doing, after all they were the guys who put a HD7990 on sale back when AMD were still saying that the was no point making one and that they had no intention too lol.
