£400 to spend - reliable PC?

Could I build a reliable PC for this price? Haven't built one in a long time so not sure what's what atm.

Requirements:

Suitable for 10-15 year old
Decent graphics and hdd space
Will need parental control software

Doesn't have to set the world on fire but would like quite a decent machine!

Any help chaps?

Will_3rd's specification looks pretty good there, I'm not sure about the parental control software part but I seem to recall that quite a few broadband providers offered some if you sign up with them. If the kid is reasonably smart then they can probably work their way around it though.

thanks for that! So with an OS it will be about £100 extra, will I need cables or anything else with that spec? And a decent screen?

You'll struggle to get a decent setup if you include the screen on that £400 budget. It's probably possible, but I doubt it'll be very future proof
