£400 to spend - reliable PC?

Could I build a reliable PC for this price? Haven't built one in a long time so not sure what's what atm.

Requirements:

Suitable for 10-15 year old
Decent graphics and hdd space
Will need parental control software

Doesn't have to set the world on fire but would like quite a decent machine!

Any help chaps?

Will_3rd's specification looks pretty good there, I'm not sure about the parental control software part but I seem to recall that quite a few broadband providers offered some if you sign up with them. If the kid is reasonably smart then they can probably work their way around it though. :)
 
thanks for that! So with an OS it will be about £100 extra, will I need cables or anything else with that spec? And a decent screen?
 
You'll struggle to get a decent setup if you include the screen on that £400 budget. It's probably possible, but I doubt it'll be very future proof
