£4000 spec

A client has just asked me to build him a PC. He has £4000 to spend. I told him its excessive, but he is eager to spend that much. I don't think he even has a specific use for it. Just looking for a generally very fast and stable system.
And quiet too.
I've never built anything over £1500 for a long while. Can someone advise me
As a comparson, his old system which i think he bought 5 years ago around the £3k mark runs a AMD 939 dual core with SLI GTX 7950's.

Its going to a layman so no overclocking or watercooling. And case has to look good and need minimal, or at least easy maintenance in terms of keeping it dust free..
So any help would be appreciated.

I'm currently looking at some OCUK prebuilt systems to get an idea.

Its been quite an education searching for a £4000 system. And not as hard to find as i thought it would be.
OCUK has one and other companies have stuff double that price. So it must mean that this guy is hardly unique and there is a market for stupidly expensive PC's.
And its turned out its not even for him, its for his wife.

So i've written up a few specs for him based on suggestions here and he'll be back later this week he said to go through them with me.

But yeah something fancy looking could be the order of the day. His old PC had those ram slots with flashing LED's. can't seem to find them anymore.
 
Just an update.
HE came in to collect his old PC and had a quick chat about what he wanted it for. So now i know a bit better what he's after.

1-Games machine and music.
2-Single screen 24"
3-BIG flashy blingy case with loads of lights.
4-Good sound card as it will be used for music editing too.
5-Good set of speakers. (will probably recommend a hifi setup rather than PC speakers if he has space)
6-Wants dual graphics cards

So am just going to go through all your guys specsand see which fits best.
But people who have specced out flashy lighted systems have put it in the Lian Li PC-P80B. Can you get a window for that case? otherwise isn't it pointless?

As i said, no eyefinity and no 3d.
He wants dual graphics cards. which combo should i recommend.

I've put down 2 GTX 480 in SLI for now.
What PSU would i need to run those 2? an 850W corsair enough?
