4070 too good for my CPU?

yes but not really, a 3080ti is only about 30-40% faster than a 3070ti
ideally you should be looking at a 50%+ performance increase for the upgrade to be truely be worthwhile
that means you should be looking at a 3090ti/4080/4090 or from the amd team, 7900xt/7900xtx
 
and yes, if you definitely need team green then you will be bottlenecked by your 10980xe, not because it is short of cores, but because it is lacking single core performance
nvidia's gpu scheduler depends on single core performance, whereas amd's is built into the gpu

My single core performance isn't too bad as I have the processor overclocked to 4.7gHz.
 
I use CUDA for a few apps, so am restricted to team green.
For gaming I'd say the upgrade isn't worth it, but for productivity stuff, you may want to check some benchmarks for those specific apps (e.g. these) as the difference might be worth it to you.

Am thinking of upgrading my 3070TI to a 4070, I have an 18 core 10980XE, would my CPU bottleneck a 4070?
My single core performance isn't too bad as I have the processor overclocked to 4.7gHz.
For gaming use, I believe it performs similar to the 9900K, so I wouldn't be concerned with it running at that clock. It does depend on the game and the resolution, since X3Ds/13th gen CPUs do show significant gains in some games over 6th-11th gen. What effect the extra memory bandwidth the CPU has in modern CPU-bound games, I don't know.
 
I decided to go down the route of a new 4070. its not the biggest upgrade but for DLSS and better cooling and thermal efficiencies, it seemed a decent choice to finish off my build.

will probably do a bigger upgrade next year some point while the 4070 is still "relevant".
 
Just dropped my pennies on a very well priced 3090, it was cheaper than a new 3080, in fact cheaper than the cheapest 4070. Apparently hardly used and just for gaming. I should see some improvement in productivity, and the extra memory will be handy for Stable-Diffusion.
