I don't get it though cos the 3090 worked a dream.If 8x is your only option in uefi then its probable that your mobo is fried unfortunately. Do you have any service nearby that could try cleaning the slot?

The M.2 slot: M.2_2 shares bandwidth with the PCI-E full length slots 1 & 2. If you enable the option highlighted in red in your screenshot: then you get 8 lanes on your primary slot, 4 lanes on the second and 4 lanes for your M.2 drive in M.2 slot 2.This is what I can find the bios. I have to run it on the middle setting as nothing else loads and just returns me to bios.
The mother board is a rog hero maximus xiii if that means anything.

streaming is very CPU intensive, you said your seeing 100% on the CPU when streaming...
this is why i said for your use case i would grab a 14700k or 7800x3d

11700k / 4070 and
9600k / 2070

You mean, it now has 16 lanes instead of 8?Still on x16 3.0 but does drop to x16 1.1 when not under load.

If your PC does not boot into Windows with any other setting, I would assume you have a M.2 drive installed into slot M.2_2.
If so, this is not an issue and while some performance loss will happen running @ 3.0 with only 8 lanes, it should not be terrible (in TPU's testing with a 4090, they lost a maximum of 8%).

I think you're right. I was expecting near 30% upgrade and simply just the same etc its not worth it. Plus it's defo not working as it shouldmAt this point I’d probably just put the 3090 back in, return the 4080 before the 14 day window closes, wait till next gen and do a full system upgrade.
yes i just sold a 13500 set up in the MM and i can defo say its an Amazing CPU when working with DDR5. i fold at 1080p it would sit at about 80% CPU usage i wouldn't personally put streaming load on top of that, but at 1440p the CPU would sit back and relax pumping out 165fpsKitguru’s Matt demonstrated that a 13500 is perfectly adequate for streaming.
i wasn't saying one is better than the other but if i was dropping 1k into the system he as for gaming i wouldn't be replacing 3090 i would be trying to move over to DDR5 based system. the AMD chip is very good for gaming. but yes intel dose tend to be the choice of most streamers, just like NV is too7800X3D is way behind the 14700K, 7950X3D, even the 7900X when it comes to gaming + streaming - despite the hype on the 7800X3D they are a bit of a one trick pony really. The encoding performance can be as much as half those other CPUs and/or the impact on gaming performance when doing both (depending a bit how much you are making the GPU work for encoding and/or using an additional GPU for it).
