4090 Founders edition Fan failure

I bought a 4090 recently from the MM that was under a waterblock, when it arrived I took that off and put the original cooler back on. I didn't notice until today that the fan just doesn't work, can anyone think why this fan would not be working?

I've double checked she's plugged in properly. Anyone else seen this before?

 
I should have clarified the fan underneath runs as expected but the fan on top doesn't turn on under load or not. I know they don't spin unless it needs it but this hits nearly 90 degrees and the fan (on top) doesn't start

Yeah nearly 90 is too hot
It would spin well before that

Tried spinning it with your finger?
Might just be a bit stuck as been off for a while

I would speak to the seller maybe
Though not sure how that would work tbh
They sold the card as working i assume
But that was with the waterblock fitted
Not sure how it stands about the original heatsink fans

At least replacement fans are available
However it turns out
And not expensive if you don't mind the wait from China etc
 
Not sure how you could test it
From looking at replacement fan pictures
It's some sort of ribbon style connector?

Unless the other fan also uses the same connector?
Then you could double check
Both the fan and the top fan pcb connection
 
It's the risk you take when buying used stuff I suppose. I've actually been pretty lucky, bought quite a few used GPU's in the last 25 years and never had an issue till now.
Just sods law
It would be on such an expensive gpu

Must admit I was tempted by that particular one you got in mm
Just couldn't justify the cost
For what gaming I do though
