4090 Performance Loss

All of those sound like software issues. It could be antivirus, other drivers (not even GPU related), messed up Windows etc. Hardware by itself almost never behave like that.

I'd reinstall windows if that happened to me and try on clean one with just GPU drivers installed, before you install any other software on it (aside games). Then check every time you put back software to see if it's not causing issues - that way you might find the culprit.
 
It's hard to be sure, but we think the issues likely started after swapping MSI Dragon Center for MSI Center.

After reinstalling Windows and avoiding both of those MSI software everything is fine. I'll keep an eye on it for a few days.
 
I'm not sure if new motherboards are like the Dell servers we got recently but make sure none of the "power optimisation" settings are on and you've got everything set to "we need more power captain" aka full performance mode.

Manufacturers like to make their products energy efficient by gimping everything until you turn it all off!

That and make sure any Windows power saving modes are off too.

Your BIOS may be up to date now but you could drop the manufacturer a support ticket and ask them if this is a known issue or if there's a beta BIOS you can download. It sounds like a driver / motherboard issue and you've confirmed that by moving the card over.

Edit: Looks like you might have sorted it with the MSI software, fingers crossed!
