does a FX-60 & a 4400+ clocked @ FX-60 speeds running at stock voltage run the same... performance wise?

could i get a 4400+ @ FX-60 on stock volts on really good air (like SI-120 & Delta)
when paired with a Ulta-D and 2Gb of Mushkin PC4000 Xtreme Performance RAM

i know clocking is luck of the draw and is dependant of the stepping of the CPU, but in general is it possible
got myself a 170. only running at 2.6 and ive had to up the volts to 1.40v
