4790 idle @60+ c , help needed please.

Ok so today I cleaned my PC it was filthy , so i got it all back together but now my CPU ( 4790 non k with no OC ) is sitting idle at 60+c and no idea why , i reseated my silverstone AIO 240 cooler ( the one with the metal pump case) but it made no difference at all , im assuming the 240 cooler pump still works as there is a white light on the pump, so maybe an issue with my CPU ?.

Are the pipes near the pump warmer than they are where they enter the RAD? If you still have the original box cooler it might be worth trying that as it shouldn't be idling at 60 degrees.
 
OK when I went to reseat the cooler I did notice one of the pipes was hotter than the other which was a lot cooler and the pump itself was pretty hot actually , but sadly I dont have the cooler that came with the CPU
 
It sounds like the pump has died or is on the way out. Do you have any other coolers you could plop on the CPU to check the temps? Possibly RMA time as Silverstone have a 5yr warranty.
