4790K Temperatures (stock)

Hi folks - newly registered here but lurked for a long time :)

So I just got a new system put together, the main specs are:

i7 4790K
Asus Maximus VII Ranger Z97
16GB Team Xtreem LV DDR3
Geforce GTX 970

This replaces my old C2D system and so far I am loving it. Plays everything I throw at it in high or ultra settings and no stuttering or signs of lag.
However I have noticed that the CPU runs very hot, even when not heavily loaded.
For example, right now it is sitting about 45% load and temperatures across the 4 cores are averaging about 83C!

I am using the stock cooler (for the time being - until I get paid, then going to get something better) and I also have the clocks at stock, turbo mode etc has not been changed from the default.
Surely the stock cooler should be able to adequately cool the CPU when not overclocked, and not doing an awful lot of work?

I have checked that the cooler is properly installed, and have also run the board outside of the case to see if this was the issue. I am still getting the same results.

At loads of 55-60% and above the cpu is hitting 100c within seconds and starts to throttle down the speed.

Is this normal for these chips, or is the stock cooler really that bad?
Could the CPU be faulty?
I have heard the Haswell and DC parts run hot but didnt think they would heat up so much unless OC'd or doing a lot of work.

The cooler seems to be on properly. It doesnt wiggle about or move at all.
I will try a BIOS update and see how that goes, if still warm I will re-seat the cooler another time.
It's a bit worrying having it so close to 100C when it's doing any work. Almost afraid to leave it encoding videos incase it cooks itself :(

Update: Bios has been updated to latest version, no difference in temperature or voltage, but coretemp now reads the wattage correctly.
Time to haul out the board and check the cooler again.

OK so after removing the cooler, cleaning and applying new paste, and checking that it is definitely mounted properly I fired it up with the board outside the case and the graphics card removed.
Coretemp reporting 55C as soon as windows had loaded.
HW mon, speedfan, and realtemp are all pretty close to this aswell.

Went into the BIOS and checked there. Im getting 45C sitting idle in the BIOS @1.056v. The strange thing is that the heatsink doesnt even feel that warm if I put my finger onto it, it actually feels pretty cool to touch.

Ambient temperature (MB sensor) is 21C, my room is probably slightly below that.

I'm thinking of asking a friend for a lend of his H80 and giving it a shot with that. He's AMD tho, so I hope he kept the intel brackets!
Apart from that, I'm at a loss. 45C @ idle when the board isn't in the case can't be right, even with the tiny heatsink that's bundled.
