My bro in law had this with his 560ti and he found that dropping both the mem and core by 30mhz sorted it.
That's just a temporary fix though, you're not addressing the real fault. The OP is already running at stock anyway.
Sounds to me like a classic case of dodgy PSU that's not up to running a notoriously power hungry card.
